I believe that we have been taught that there is a danger in nei gung practice of accidentally increasing the energy of ‘angels/demons’ or ‘attachments/aversions’ or of ‘unconscious psychological complexes’ or whatever. The risk of this undesirable effect occurs during outer dissolving practice if I understand correctly.
If these deeper psychological or emotional energy blockages are fully released during inner dissolving, and outer dissolving is a prerequisite for inner dissolving, then how can this problem be resolved?

I had that slightly wrong actually, because I also heard of this danger relating to dragon and tiger chi gung, so not necessarily outer dissolving.
But generally I get the impression that it certainly is a pre-requisite. I am thinking of the clearest example set out in the diagrams in “Relaxing Into Your Being”, pages 34-36, about preparatory, intermediate and advanced practices.
Other than that, though, I find this theme running through the whole of this subject; preparing the body sufficiently through stabilizing the downward flow of energy; the analogy of ensuring ample insulation around electrical wires to ensure they can handle the current etc etc..
But I could be wrong…

I am not sure but I think this blog post by Bruce may be (at least tangentially) related to your question. In it Bruce says that some advanced Tai Chi practitioners still have deep-rooted emotional problems. He doesn’t say that their Tai Chi practice actually made them worse, however, which is, I think, what you are asking,
